Silvan Reservoir Park is divided into two distinct areas: Torulosa Picnic Ground, next to the main dam observation area and the Lower Picnic Ground.
Torulosa Picnic Ground
Access to the Torulosa Picnic Ground, lookout and information board is from the upper carpark.
There are two designated disabled parking bays halfway down the parking area. Each bay is 3.8 metres wide with a curb cut onto the footpath. From the disabled parking bays, a 90-metre path with a 1:50 gradient leads to the observation area. The observation area is level with supportive bench seating. There is also an easy to read information board.

A ramp immediately in front of the parking bays leads down to the picnic ground. The ramp has a steep gradient of 1:10 over the first 10 metres before levelling to a 1:14 gradient into the picnic area. The picnic area has electric barbecues and several accessible tables. They are a square design with one open side for wheelchair visitors to roll under.

An accessible, unisex toilet is available 50 metres from the picnic ground. The path that leads to the toilets is sealed, with a maximum gradient of 1:14. The cubicle has ample maneuvering room with wheelchair space beside the toilet and grab rails both beside and behind it. There is an accessible hand basin contained within the cubicle.

The toilet block servicing the Torulosa Picnic Ground is closed most of the year but is open from Cup Day in November through to the Australia Day weekend in January.
Lower Picnic Ground
The Lower Picnic Ground carpark has a wide disabled parking bay located close to the main picnic shelter. It is approximately 5.3 metres wide.

Picnic facilities and playground
Directly opposite the designated disabled parking bay is the entrance to the barbecue and picnic ground. Both the outdoor and undercover areas have accessible picnic tables for wheelchair users. Electric barbecues are available, with a working height of 900 millimetres. Woodfired barbecues are also available.

A playground is located at the bottom of the carpark. The playground doesn’t have any inclusive play features, but the surrounding areas are easily accessible.
There is a toilet block that services the Lower Picnic Ground. Here, there is a unisex toilet and baby change room. The cubicle has good maneuvering room and wheelchair space beside the toilet. There is a side grab bar only, beside the toilet. The room is equipped with a fold down change table, a fixed bench and an accessible hand basin.
The path to the toilets is approximately 90 metres in length with a steep gradient of 1:10 over the entire length.
